Romania and begging

Romania has a penal code against begging, yet the begging problem continues. Previous to the changes of the 1990s, beggars could be controlled better by fines or imprisonment. Now the authors state most beggars do not have identification and make it difficult to fine or punish them. Situations like these (and others outside the scope of beggars) will eventually lead to some type of bio identification such as a chip. We are moving to the situation in Revelation 14 in which no one can buy or sell without the mark of the beast. A biochip is one technically feasible option.

Unfortunately adults use children to prey on people's sympathies; this misuse is illegal in the European Union and Romania. The authorities could deprive the parents of their rights regarding the children, but how often this is the case is not discussed.

 They conclude that orphans are vulnerable to exploitation by others.
"It is widely accepted that some beggars belong to the social groups prone to
poverty, unemployment, illness, lack of a permanent dwelling, having a low
education level. They may be both Romanian and Gypsy ethnics, persons capable
to work, but who exploit the old people, the disabled persons, the orphans and the
children raised by only one parent.
